The Windows Phone Device Manager needs to be installed with Administrative rights to be able to connect to phones properly. I am saying this because besides the actual program's installation, the drivers need to be installed as well.
After everything is installed, connect the phone and follow the instructions shown on the screen to properly connect. The first time your phone will be connected to PC, Windows will install the necessary drivers.
